    The Ministry of Training and Sports activities maintains that the recruitment of head academics and deputy head academics of the contested 76 seed secondary faculties will go on.  

    Head academics and their deputies of the faculties underneath the Uganda Intergovernmental Fiscal Transfers Programme (UGIFT)Part two, petitioned Parliament looking for to halt of the recruitment course of stating  that the commercial is inside and disqualifies them.

    The Committee on Training and sports activities is dealing with the petition and met the Minister of State for Training and Sports activities (Sports activities), Hon. Peter Ogwang and the Training Service Fee on Tuesday, 04 February 2025.

    The Members of Parliament (MPs) appealed to the Training Service Fee to rethink opening up the commercial to permit the care taker head academics and their deputies to use. 

    Committee Chairperson, Hon. James Kubeketerya requested the Training Service Fee to amend the commercial. 

    “Are you going to have an addendum of the commercial to deal with the sitting head academics and deputies,” he requested.

    Minister Ogwang nonetheless, mentioned that the fee is not going to make any adjustments. 

    “The fee will recruit as per the commercial which continues to be standing. No one is stopping anybody who qualifies to use. We wish robust and dedicated head academics to assist us lead,” Ogwang mentioned.

    The Secretary to the Training Service Fee, Dr Asuman Lukwago identified that the fee’s determination to promote internally is partly premised on considerations of corruption raised by the World Financial institution, which is the largest funder of the programme. 

    “As we talk about these points, we needs to be conscious that the faculties are funded by the World Financial institution and the Financial institution threatened to cease as a result of corruption. We’ve allowed those that qualify to use and this can guarantee transparency,” he mentioned.

    The Chairperson of the Training Service Fee, Professor Samuel Luboga mentioned that a number of the care taker head academics and deputies ended up within the seed faculties after they have been deleted from the federal government pay roll as a result of forgery of appointment, posting or switch letters and disciplinary instances. 

    “Corruption within the sourcing strategy of sitting academics has been reported. In some situations, some workers are made educating and non-teaching workers but they don’t qualify,” he mentioned.

    Hon. Joseph Ssewungu (NUP, Kalungu County West) nonetheless, warned of authorized repercussions ought to the recruitment go on.

    He mentioned that the petitioners cited Articles 21, 41 and 32 of the Structure in addition to Part 36 of the Labour Act all of which provisions give the sitting head academics rights to use for the roles. 

    “The second you don’t give these individuals the chance, they may search authorized redress. We ask that you just re-visit the inner commercial to open the roles to all, even the care takers,” Ssewungu mentioned.

    UGIFT is a World Financial institution funded programme which has seen authorities construct 117 seed secondary faculties. A few of the seed faculties have been beforehand began by communities and  afterward taken over by authorities.
