The African Union says it can proceed with it is troop withdrawal from Somalia as scheduled.
Final week Mogadishu requested a 90-day pause by means of the UN Safety Council on the pullout of forces.
Officers made the request after a rise in assaults by armed teams.
3,000 members of the African Union Transition in Somalia are schedule to depart by the top of September.
