It was agreed between Indian enterprise big, the Adani group, and the federal government of former Bangladeshi Prime Minister, Sheikh Hasina.
She fled to New Delhi after being ousted by a preferred protest motion in August.
Now many say the power deal she left behind, is unhealthy worth.
